An issue may occur when uploading a new policy to a document library which the Policy Sign Off web part is attached to. This is a little known issue with workflows and the document library. When you upload a new document, you are then prompted for the meta data (signoff requirements & settings). The bug is that when the document uploads the workflow fires as soon as it’s uploaded, NOT when the meta data is filled out. So when you click OK to save the meta data the workflow doesn’t trigger again.
If you look at the workflow history it may say Completed and the log may show "Emails did not send at request of use. x2" This error means the field Notify Users was empty.
There are two workarounds:
- After you enter the meta data, click OK to save the policy. Next edit the policy and click OK to save it then the workflow will fire.
- Enable requiring Check In\Check Out. When you upload a document, it will remain checked out until you click Check In. Then the workflow fires at check in.
- The downside to this is that every document in the library will be required to be checked out for users to EDIT them and will deny anyone else access to edit the policy while it's checked out. However, this will not affect users reading policies.
